To run J2ME applications, you will need Sun's Java Wireless Toolkit (WTK).
StampySoft's collection of J2ME Ant tasks is also useful. Bug 21518 describes how to set up project's build.xml to use this collection to preverify classes for J2ME and create JAR and JAD files.
The same bug also includes a description how to start the WTK's phone emulator and connect to it for debugging with Eclipse. See also Remote debugging
The best is to use a tool such EclipseME!!!
